There's an interesting article on Slate about why some public libraries are choosing to eliminate late-return fees. Apparently, the money isn't worth the hassle, the fees tend to disproportionately affect the people who need libraries most, and many librarians feel that charging fees undercuts the fundamental mission of a public library: to be a free, safe, and welcoming space that promotes a love of reading.
