Cover art on a budget?

The cover art is out for J.K. Rowling's upcoming non-Harry Potter novel The Casual Vacancy, and it's, uh, fine. Totally underwhelming. It reminds me of these editions of Jane Austen's books, which I also found serviceable but unremarkable. I was initially surprised that Rowling's publishers didn't step up their game... but, now that I think about it, it's not like they need to worry about this book's potential sales, so I guess a penny saved is a penny earned.
